TUN/TAP will be enabled for your LXC/OpenVZ VPS upon first boot. There is a script running in the background that enables this for your VPS during its initial startup. However, it is required to reboot the VPS for the changes to take effect. So, if you require TUN/TAP and you have just purchased a VPS, simply reboot the VPS once, and TUN/TAP will be automatically enabled.
